This paper reports the first cycle of action research to develop the B-CCD (Business-Critical Computing Decisions) framework which has been designed to support SMEs in developing IS/IT strategies. The framework combines ideas from Process Quality Management, IS/IT strategy and Business Process Reengineering. A brief description of the first pilot use of B-CCD with a small manufacturing company including a summary evaluation is used to discuss future developments to B-CCD. The structure of the framework is discussed with reference to the underlying theoretical concepts and is evaluated against recent classification frameworks.
