Abstract
This submission by the British and Irish Law, Technology, and Education Association (BILETA) addresses the EU Commission's Multi-Stakeholder Consultation concerning guidelines for defining 'AI systems' and identifying prohibited acts under the proposed AI Regulation. Drawing upon expertise in law, technology, and education, this response critically analyzes the proposed definitions and their implications for legal certainty and technological innovation. It examines the challenges in delineating the boundaries of AI systems, particularly in rapidly evolving technological landscapes. This submission also scrutinizes the proposed prohibited acts, assessing their potential impact on fundamental rights, ethical considerations, and the development of socially beneficial AI applications.
