Abstract

The British and Irish Law, Education, and Technology Association (BILETA) submits this response to the Ofcom consultation detailing proposed updates to the Codes of Practice under the Online Safety Act 2023. Building on the existing illegal harms framework, the consultation focuses on strengthening the 'safer by design' principle through targeted measures, including improving recommender systems, mandating the expanded use of proactive technologies (such as hash matching and automated fraud detection), introducing new user sanctions for repeat offending, and enhancing child protections via highly effective age assurance and livestream interaction restrictions.
