Abstract
Local authorities in Britain face significant barriers, including resource shortfalls intensified by long-term austerity; capacity constraints related to long-term budget cuts; limited and fragmented national funding for net zero ambitions and supply chain bottlenecks especially skilled workforce for net zero projects. This policy paper, published in partnership with London Councils, discusses public finance routes available to address barriers to local climate action. It evaluates the future risks of scaled up central funding for councils and concludes that the burden would be manageable.
