Abstract
This paper examines the obstacles to cultural integration in multicultural societies and proposes a framework to address them based on social norms. The core of the project of cultural integration lies in negotiating the inclusion of the practices of outsiders who have already crossed national boundaries within the practices of established members of a community. The focus of this paper is, thus, on understanding the reciprocal claims and duties that exist between those who engage in established practices within a given context and immigrants, who are new to these practices, but are already present in the relevant territory or space.
