N2 - In this paper we examine some of the challenges associatedwith adequately demonstrating the safety of COTS productsas required by goal-based safety standards. The safetyevidence available for COTS products – if any – is sometimesof questionable quality and applicability. This paperintroduces a framework for assessing the applicability of theavailable evidence when selecting a COTS product forpurchase. Use of this framework enables the purchase of aparticular COTS product to be justified from a safetyperspective, as well as identifying where further postpurchaseanalysis of the software will be required to support asafety argument.
